This mission will be complete in approximately ten years.
The US Federal Government will sell off the helium-3 to private bidders much like it does for oil and gas drilling here on Earth for use in new fusion reactors like the International Thermonuclear Reactor Project.
NASA and the Department of Energy will coordinate the plan. Funding and enforcement through normal means.
